CSVA League Rules and Policies
CSVA LEAGUE RULES & POLICIES - SEPTEMBER 3, 2008
NOTE: For new changes, see 4a re: using a female Libero; 4a,
second paragraph, re: list of available female subs. Current
USA Volleyball (USAV) rules, except as modified below, will be
used for all CSVA matches.
1. MINIMUM AGE. Players must reach 50 years of age by Dec 31st
of the current year and be able to submit proof of age.
2. ROSTERS.
a. Changing Teams. A player whose name is on a team roster
at the beginning of the fall or winter session may switch teams
up until the second week into each session. Any changes after
the second week in each session must have the consent of both
Team Reps and final approval of the CSVA Board.
b. Senior Center Membership. Each rostered player must be
a current member in good standing at the Senior or Rec Center
he/she represents. Sets using illegal player(s) will be
forfeited.
c. New Players who have not been on any current team roster
may be added up to two weeks before the league tournament by
calling Fran Zelinkoff, 303-757-8902 (Monday thru Friday between
9:00a-5:00p) or email: franzel@juno.com
d. Deadline for adding new players to a roster is TWO DAYS
prior to each week's match by calling or emailing Fran Zelinkoff
(see c. above).
e. Tournament Roster. A player must play in at least one
league set with the team during the current session to be
eligible to participate in the End-of-Session League Tournament,
which will consist of ALL teams in increments of five (5) teams,
except possibly in the last division. Only a team's legally-
rostered players may play in the League Tournament. A team may
not ask "other players for the day" and expect to play even if
they agree to forfeit sets. The team will be sent home and a
penalty assessed before it is allowed to enter any future league
session. A team that fails to show up for a match and does not
give at least 2 hours' notice to the Rec Center and Team Rep
will not be eligible to play in the postseason tournament for
that session.
f. Awards for all divisions (if any are given) will be given
to the highest ranked team with regularly playing members of both
sexes. Rationale: To encourage all teams to include BOTH men and
women on a regular basis in all of their play.
3. UNIFORM SHIRTS. Division 1: Shirts with contrasting numbers
from 1-99 are required. (0 & 00 are illegal). When ordering new
shirts, although not mandatory for League play, please specify
6" numbers on front and 8" numbers on back. Numbers should be
CENTERED on front and back of the shirt, and must be contrasting
to the color of the shirt. Shirts do not have to be identical,
but there should be no duplicate numbers on a team. In Division 1,
opponents will receive one point at the start of each set if all
players do not have shirts with numbers front and back. All other
Divisions: Shirts with numbers front and back are recommended,
but no penalty will be assessed.
4. LEAGUE PLAY.
a. Minimum Number of Players (Division 1 Only). All Division 1
players must have minimum of 5 players (one of which must be a
female) to start the first set at the scheduled time. If there is
no female player on the court, or the team has less than 5 total
players, set(s) will be forfeited as stated below. NOTE: In the
higher divisions where a female must be on the court at all times,
if a female is a Libero, another female must be present on the
court whenever the female Libero switches off the court.
Female Subs (Div 1,2&3). Adele Strawn, CSVA Secretary
(ph: 303-856-3329 or email: acstrawn@comcast.net) will compile a
list of available age 50 females not on any team roster, who can
be used as subs at the Div 1,2&3 levels. A female sub must sign
the CSVA waiver before playing, and cannot play more than three
(3) times for the same team during the current session.
Forfeit Procedure (Division 1 Only). If there are less than
5 players present (one of which must be a female) at the scheduled
time, the first of the 3 sets is defaulted to the other team 21-0.
The team has up to 10 minutes to supply a 5th player before
defaulting the 2nd set, and up to an additional 10 minutes before
defaulting the 3rd set. If both teams have less than 5 players,
both teams forfeit. When a Division 1 team is playing with only 5
players (4 males, 1 female), the following CSVA Ghost Rule is in
effect.
CSVA Ghost Rule: Rotation order as determined by the
starting lineup must be maintained throughout the set and the
Captain must inform the Referee where the ghost player will be
positioned. The team using the ghost player loses the serve for
the open ghost position, and may have only 2 front-row players
when the ghost position rotates to the front row. (During a set,
if the 6th player arrives, he/she may enter the set in the ghost
position when the ball is dead). Read on for Div 2 and Lower.
Division 2 Only: If a team plays with 5 male players, the
above CSVA Ghost Rule is in effect. If a team plays with 5 players,
one or more of whom is a female, the CSVA Ghost Rule is NOT in
effect.
Division 2 and Lower: A team must have a minimum of 6
rostered players on file with CSVA; however, a team will be
allowed to play with a minimum of 3 players. (There are no
position/overlap faults when playing with 3 or 4 players, but
players must maintain the correct serving order).
b. Coin Toss. The 1st Referee will ask the visiting team's
coach or captain to call the toss for the 1st set. The winner of
the coin toss may elect to serve, receive or choose the side of
court.(Rule 7.1). For the 3rd set, the home team will call the
toss and teams will change sides after the 13th point (or 11th
point in Division 1). See 4c below.
c. "Sets" Won/Lost (formerly "Games") will determine league
standings. Each set counts as a win or loss. All 3 sets must be
played AND EACH SET'S SCORE REPORTED. All sets will use Rally
Scoring (Rule 6.1): A point will be scored on each rally. If the
receiving team wins the rally, it scores a point and gains the
serve.
In Division 1, all 3 sets will be won by the team that first
scores 21 points with a two-point advantage (no cap). Teams must
change sides at 11 points in the 3rd set. NOTE: If there is a
time constraint at ANY facility, a representative of the Rec
Center can require that the referee impose a cap of 23 points
for all 3 sets. (NOTE: The 23-point cap is mandatory at Commerce
City).
In All Other Divisions, all 3 sets will be won by the team that
first scores 25 points with a two-point advantage. During the 3rd
set, teams must change sides at 13 points. (The decision NOT to
change sides must be agreed upon by BOTH Team Reps and Referee
during the coin toss. (NOTE: The 27-point cap is mandatory at
Commerce City).
5. SUBSTITUTION. Teams must inform the 1st Referee at the coin
toss which of the options below they will be using during the
match. If not stated, your team will automatically play 5a below.
a. Regular Substitution. (Rule USAV 15.6) is mandatory for
Division 1 and allows a team to use a maximum of 12 team subs in
each set with unlimited individual entries within those 12 team
subs. If a player is injured and cannot continue to play, a player
who has been in the set as a substitute could be used to replace
the injured player under the exceptional substitution rule.
(USAV Rule 15.7)
b. Center Back Substitution. Whenever a team rotates to serve,
EVERY player must substitute in and out of the center back. You
cannot pick and choose whom you want to substitute in and out of
center back. (Division 1 must use 5a above).
Division 2 Only: When a Division 2 team is playing with only one
female player, every player except the female player must
substitute in and out of the center back position. (When a Div 2
team has two or more females, it needs to rotate in such a way as
to always keep one female on the court).
6. SERVICE. Server is allowed only one toss of the ball to execute
service. The ball shall be hit with one hand or any part of the
arm after being TOSSED OR RELEASED from the hand(s). (Rule 12.4.1)
Teeing off the hand is illegal. The ball must be contacted for
service within 8 seconds after the 1st Referee's whistle. If a
served ball hits the net and goes over, it is legal and play
continues.
7. EQUIPMENT.
a. Height of the net (measured at the center) shall be 7'9-5/8"
(2.38m). (Rule 2.1)
b. An Antenna positioned on the net at each side line shall
be used. (Rule 2.4)
c. A visible flip or electronic scoreboard shall be used.
d. The Molten Super Touch (R/W/B) #IV58L-3 given by CSVA to
each Team Rep in Sep 2006 shall be used to all home matches, but
not for practices or warmups.
8. SANCTIONS. Minor misconduct is not subject to a sanction. It is
the 1st Referee's duty to prevent the teams from approaching the
sanctioning level by issuing a verbal or hand signal warning to a
team member or to the team through the set team captain.(Rule 21.1)
Sanction Scale: The repetition of misconduct by the same team
member in the same match is sanctioned progressively, and remains
in effect for the entire match, as follows (Rule 21.3):
21.3.1 Yellow Card Penalty. The first rude conduct in the match
by any team member is penalized with the loss of rally.
21.3.2 Red Card Penalty. Expulsion (Offensive Conduct:
defamatory or insulting words or gestures). Player must sit out
for the rest of set.
21.3.3 Yellow/Red Jointly. Disqualification from match
(Aggression: physical attack or intended aggression). Player is
out for the rest of the match.
9. TEAM REP DUTIES.
a. The HOME TEAM must supply a CSVA-approved 1st Referee
(preferably one who has attended a current USA Volleyball or CSVA
Officials' Clinic, 2 lines judges, and a scoreboard flipper.
SENIOR CENTERS: Be sure to give your 1st Referee a copy of the
current CSVA Handbook, this CSVA Rules sheet, and the appropriate
schedule(s).
b. The WINNING TEAM REP shall email or call in the scores
IMMEDIATELY FOLLOWING THE MATCH to: Fran Zelinkoff,
franzel@juno.com, or 303-757-8902 (recorder is always on) so she
can post results on the website by 6:00pm each Wednesday. Be
sure to state your name, the division in which you play, the
winning team's name, the losing team's name, and all 3 set scores.
State the overall winning team's score first in each set:
EXAMPLE: This is Jack Jones. In Div 4, Comets beat the
Indians 2-1, with set scores of 25-6, 2-25, 25-8.
10. CSVA BYLAWS & POLICIES. See the current CSVA Handbook which is
to be given to each player.
11. SUMMARY. The CSVA board of directors has been working hard to
update rules for senior volleyball. Your input to make the league
